Cabbage Rolls

1 large cabbage
2 pounds lean ground chuck
1 large onion, chopped
1 bell pepper, chopped
4 stalks celery, chopped
1/2 cup raw rice
2 (10-ounce) cans tomatoes with chilies
3 (8-ounce) cans tomato sauce
Salt, black pepper, and cayenne pepper, to tastePlace cabbage in boiling water for 5 minutes; remove large leaves and reserve.
Mix remaining ingredients, using 1/2 of the tomatoes and tomato sauce.
Place rounded tablespoons of the mixture in each leaf; roll up tucking edges in as you roll.
Place in a large, heavy pot and pour remaining tomatoes and tomato sauce over rolls; sprinkle with a little more salt and cayenne pepper.
Cover pot tightly and steam for about 1 to 1-1/2 hours over medium-low heat.
